Buying property in Toronto: what foreign buyers need to know
The rules for buying a home in Toronto as a foreigner, in outline. It is general information, not legal or tax advice.
Updated November 2026
The federal prohibition
The Prohibition on the Purchase of Residential Property by Non-Canadians Act bars most non-Canadians from buying residential property in Canada; in February 2024 the Department of Finance extended it to 1 January 2027. Check its status, and the exceptions, at the time you buy.
Ontario’s taxes
Ontario charges Land Transfer Tax when you buy land; its Non-Resident Speculation Tax applies to residential property bought by foreign nationals, foreign corporations and taxable trustees, at 25% since 25 October 2022, province-wide (ontario.ca).
Toronto’s taxes
Toronto charges a Municipal Land Transfer Tax and a Municipal Non-Resident Speculation Tax, with graduated rates for high-value homes approved by City Council on 17 December 2025. Its Vacant Home Tax, 3% of Current Value Assessment from the 2024 taxation year, requires every owner to declare each year whether the home is occupied (toronto.ca).
